Service To The Meter - Policies

Temporary Power Requirements

All temporary services shall be inspected by the MN State Electrical Inspector and maintained using current code requirements.

Un-fused line conductors feeding meter sockets shall be protected by PVC and minimum coverage of soil to City's power source.

Minimum of 100 Amp meter socket to energize main breaker and/ or breakers.

All UL weather-approved boxes with GFI weather-resistant receptacles shall be of extra-duty. (406.9 NEC)

Minimum of 1/2" x 8 foot ground rod to be installed no less than seven (7) feet into the ground.

Temporary power source must be adequately secured and stable.

New Services - Residential

The City provides power to new and existing customers to a point of contact (transformer or pedestal) which is to be located on City easement. Point of contact determined by City electric personnel.

The City will provide a 200 Amp (4/0-2/0-4/0 cable) secondary service to the closest point of contact or a maximum of 100 feet.

Services over 100 feet defined as excess footage and shall be paid for by the Customer. Excess footage cost determined by City's purchase price of cable, plus $2.00 per foot additional trenching costs.

City provides meter socket and meter at no charge; installed by electrical contractor. Affidavit required before meter socket is given to contractor or customer, if self-wired.

3-Phase Primary Services - Commercial & Industrial

City provides new 3 phase commercial & industrial customers primary to the 3-phase transformer serving its location.
Transformer to be located within ten (10) feet of building site.

Easement shall be provided by customer to allow City transformer access for maintenance & repairs.

Customer will provide fiberglass or concrete base for 3-phase transformer.

Customer shall provide transition or CT metering cabinet and base for 3-phase meter installation.

Customer responsible for supplying all secondary lines and lugs from transition cabinet to transformer and from transition cabinet to point of contact in building.

City will provide and install at no cost to customer all CT's or PT's.

Primary Cable Relocation

The City, at request of customer and approval by Electric Superintendent, will relocate primary cable.

Customer shall provide easement acceptable to City for new primary cable location.

Primary cable shall maintain a minimum depth of 36 inches.

Customer shall pay all costs associated with relocating primary cable with sole exception of labor supplied by City employees. Cost of directional boring and/ or trenching shall be established by City and done at customer's cost.

Relocation examples: Building Expansions, New Construction, Lowering of Grade which would cause depth of cable to be less than 36" minimum.

Transformer Relocation

All transformer relocations must be approved by Electric Superintendent.

Customer shall provide easement acceptable to City for access to transformer.

Installation of transformer shall meet City specifications.

Customer shall be responsible for all costs associated with relocating transformer with sole exception that City will pay for cost of transporting transformer from the old to new transformer pad.

Cost Sharing - New Service Commercial & Industrial

Customer shall pay 40 percent of cost of the transformer, primary cable, and related material used in installation of primary cable and transformer.

Customer shall pay 40 percent of the cost of labor incurred by City in installing the primary cable and transformer.

Customer shall provide and install a concrete or fiberglass transformer pad acceptable by City.

Customer shall provide and install a metering or transition cabinet.

Customer shall provide and install all secondary lines and lugs from transformer to transition cabinet and to the point of contact in the building being served.

Cost Sharing - Upgrade or Change for Existing - Commercial & Industrial

Customer shall pay 60 percent of cost of the transformer, primary cable, and related material used in installation of primary cable and transformer.

Customer shall pay 100 percent of the cost of labor incurred by City in installing the primary cable and transformer.

Customer shall provide and install a concrete or fiberglass transformer pad acceptable to City, if needed.

Customer shall provide and install any needed metering or transition cabinet.

Customer shall provide and install all secondary lines and lugs from transformer to transition cabinet and to the point of contact in the building being served.

Cost Sharing - Easement, Payment, Modification

Customer shall provide any easement that is needed by City for installation or upgrade. Easement shall be acceptable to City.

Customer shall make payment within 30 days after billing by City. Any unpaid balance to bear interest at maximum legal rate.

The percentages of costs for materials and labor paid by customer may be modified by City by resolution of the City Council.
